As good as it might seem to have a law to enforce helping people out in times of need, I believe this law should not be necassary. The reason for this is because no one should be forced to do something they do not want to do. Creating such a law is pretty much taking our rights to choose as a citizen. Also, if this was set as a law a lot of people would start breaking this law since it is forced everyday. I believe that helping somebody out should come naturally and not set as a law. People should have a good enough instinct to be willing to help out instead of being forced to. Hopefully out of the kindess of people's hearts in socitey, they will be willing to help out someone in need of help and be a good samaritan.
