The Good Samaritan Law, would be an ideally a good law for our country, but I disagree. Being a Good Samaritan would be helping people genuinely rather than forced to do it. If it was enforced, it would feel more like an obligation, instead of doing it for the other person, people would follow the law just so they won't get in trouble. And at the more drastic occurences, not all people can really be quick on helping others right away when there's trouble. There is also fear, and plain shock that would make others unsuitable to help others. It does seem like the moral thing to do, helping out when ever you can, but forcing the 'moral' on others, isnt the right way to become a Good Samaritan
